Architecture

The Shaping Window Intelligence Index is a four-vertical architecture measuring federal public-capital formation:

• FPII-HI: Federal Procurement Health Index = 0.35×BCL + 0.25×Award_Velocity + 0.20×Opportunity_Pipeline + 0.10×Recompete_Pressure + 0.10×Protest_Friction_Inv
• FLII-HI: Federal Policy Health Index = 0.30×Bill_Rule_Vel + 0.25×Lobbying_Pressure + 0.15×Coalition_Breadth + 0.15×Committee_Attn + 0.15×Friction_Inv
• FGII-HI: Federal Grants Health Index = 0.30×Grant_Supply + 0.25×Award_Flow + 0.15×Recipient_Breadth + 0.15×Need_Alignment + 0.10×Funding_Continuity + 0.05×Friction_Inv
• FRII-HI: Federal Research Health Index = 0.30×Research_Award_Vel + 0.20×Sponsor_Priority + 0.15×Institution_Breadth + 0.15×Field_Heat + 0.15×Translational_Signal + 0.05×Conc_Friction_Inv

Thresholds

Each vertical index uses a 0.00–1.00 scale with three signal bands: ≥0.65 = Expanding/Active/Accelerating, 0.45–0.64 = Steady, <0.45 = Contracting/Dormant/Cooling.

Data Sources

55 data layers from 38+ API endpoints including SAM.gov, FPDS, USAspending.gov, Grants.gov, Congress.gov, LDA filings, NIH RePORTER, NSF Awards, and more.

Update cadence: Daily harvest at 04:00 UTC. Quarterly release cycle.
